Lloyd George holds a pipe to his mouth. Photograph taken at Balmoral. Sir Arthur Bigge was Private Secretary to King George V. Lloyd George was then Chancellor of the Exchequer and in the previous year had introduced the 'People's Budget' which proposed high taxation on unearned wealth and increased death duties, which would help to pay for welfare reforms and battleships. This important piece of legislation precipitated a constitutional crisis leading to a general election in January 1910, which resulted in a hung parliament. King Edward VII died in the middle of this crisis, in May. A second election was held in December 1910.
