In this memo of 1 August 1849 by his private secretary, C B Phipps, Prince Albert authorises the commissioners Henry Cole, Francis Fuller and John Scott Russell 'to travel through the manufacturing districts of the country, in order to collect the opinions of the leading Manufacturers, and further Evidence with reference to a Great Exhibition of Industry of all Nations'.
