George Housman Thomas was in Paris during Victoria and Albert’s tour on behalf of the Illustrated London News. He depicts Victoria, her eldest children Vicky and Bertie and the French Empress Eugénie watching the review on the balcony, with Napoleon III and Albert on horseback on the parade ground below.
